Cause
From the source code of the firmware for 37xx meters, the meter will suppress relays, setpoints, and alarms for 3 seconds during power up. In other words, relay outputs will be inhibited until the 3 second initialization period is over after a power up.

Resolution
There is no way to change the initialization period since it is coded into the firmware.
