Server (Windows Server 2016), Clients (Windows 7, Windows 10, etc.)
Resolution:
With the Node-Locked License, only one Remote desktop connection is supported at a time.
With the Floating License, you can have multiple (as much as usage rights are available) remote desktop connections at the same time.
