There is no option to enable Telnet and FTP in the meter or ION Setup in the firmware V2.2.1

Resolution
The Firmware V2.2.1 release has moved a step closer towards making our meters more secure.
This firmware supports SFTP and SSH. Secure file transfer protocol (SFTP), completely replacing FTP. SFTP adds a layer of encryption, through secure Socket shell (SSH) replacing telnet, that helps prevent unauthorized access, uploads and downloads to the meter. The support of FTP and Telnet is removed.
