Can the BMKC8020310 High Speed counter A & B inputs can be used as standard inputs?

The signal InA and InB of each High Speed Channel can be used as discrete digital input with these restrictions:
The GND_SEN must be connected to 0Vdc and the 24v_SEN must be connected to the 24VDC to polarize each channel.
