Network Management Card Device IP Configuration Wizard Error: This IP address could not be set.


Issue

Using the Device IP Configuration Wizard returns an error of "This IP address could not be set." Using a different IP address and verifying no IP conflict exists does not work.

Environment
  • All supporting Windows Operating Systems including:
    • Windows(R) 2000
    • Windows 2003
    • Windows Vista
    • Windows XP
    • Windows 7
    • Windows Server 2008
    • Windows 8
    • Windows 2012


Cause
  1. This error can be caused by blocked ports or services by Windows firewall or another firewall service.
  2. Lastly, Java needs network access.
  3. In addition, an Administrator needs to execute and run the Device IP Configuration Wizard.


The Device IP Configuration uses the following process in order to try and set an IP address. If they fail for some reason, this tool will not work.

  1. arp -s <ip_address><space><NMC_MAC_Address>

If the above command fails, the tool then tries to use a netsh command to set the IP address:

  1. netsh interface ipv4 set neighbors <Interface Index><space><ip_address><space><NMC_MAC_Address>


Resolution

  1. Make sure to allow access for both Java and the Device IP configuration Wizard program within your firewall.
    • Check that Java has been allowed network access:
      • Windows 7 And Windows Vista
        1. Go to 'Control Panel'
        2. Go to 'System and Security' (Or just 'Security')
        3. Go to 'Windows Firewall'
        4. Go to 'Allow a program or feature through Windows Firewall' (On the left hand side menu)
        5. Scroll down to 'Java(TM) Platform SE Binary'
        6. Check the appropriate boxes for allowing Java to access the proper network. (Private and/or Public)


      • Windows XP and Windows 2003 Server
        1. Go to 'Control Panel'
        2. Go to ' Windows Firewall'
        3. Go to the 'Exceptions' Tab
        4. Check the box next to 'Java(TM) Platform SE Binary'

  2. Ensure you log on to your system as an Administrator. Alternatively, right click on the program short cut and select "Run as Administrator."
  3. Try the latest version of the Device IP Configuration Wizard, available from apc.com.
  4. Try the commands listed in the Cause section manually from your Windows Command Prompt.
