ION EEM Hotfix: Rate Wizard Ratchet Charge Calculation

Goals and Symptoms

When setting the Rate Wizard to choose the maximum value between the bill's peak demand and the ratchet peak demand (previous year data), the bill will always contain the charge for the bill's peak demand. If choosing the minimum of the two values, you can see that the ratchet charge is negative and incorrect.

Causes and Fixes

The main cause of this issue is that EEM wasn't originally designed to handle ratchets. The Rate Engine requires some configuration parameters to be set. This parameters are called cycles. The RCE requests that there are 12 cycles with defined start and end dates for the ratchet period and N number of cycles for the bill period. The cycles should look like this:

Cycle 0: 5/31/2009 11:00:00 PM - 6/30/2009 10:59:00 PM

  • Cycle 1: 6/30/2009 11:00:00 PM - 7/31/2009 10:59:00 PM
    Cycle 2: 7/31/2009 11:00:00 PM - 8/31/2009 10:59:00 PM
    Cycle 3: 8/31/2009 11:00:00 PM - 9/30/2009 10:59:00 PM
    Cycle 4: 9/30/2009 11:00:00 PM - 10/31/2009 10:59:00 PM
    Cycle 5: 10/31/2009 11:00:00 PM - 11/30/2009 10:59:00 PM
    Cycle 6: 11/30/2009 11:00:00 PM - 12/31/2009 10:59:00 PM
    Cycle 7: 12/31/2009 11:00:00 PM - 1/31/2010 10:59:00 PM

Originally this was how the cycles were handled:

Cycle 0: 5/31/2009 11:00:00 PM - 6/30/2010 12:15:00 AM

The hotfix available has the following limitations:

- It has been tested for the specific needs of one costumer, if requiring this hotfix further testing might be needed.
- The ratchet is calculated over a selected month range using the12 month period of data prior to the bill date.
- The second ratchet option is not available.
