Resolution:
Programming any of the RFID enabled EVlink charging stations requires the EVRFIDHP (handheld programmer) and EVRFIDKF10 (RFID cards - pack of 10 - now obsolete).
See FA252921 for replacement information for the EVRFIDKF10.
