As per the Operating Environment section of the PME guide SQL 2019 is compatible with PME 2023. It also works with the recently released PME 2024 - https://ecoxpert.se.com/software-center/power-monitoring-expert/power-monitoring-expert-2024

The available supported SQL versions for PME 2023 are as follows:
SQL Server 2014 Express
SQL Server 2016 Express
SQL Server 2017 Express
SQL Server 2019 Express
SQL Server 2022 Express (included with PME 2023 )
SQL Server 2014 Standard/Enterprise/Business Intelligence
SQL Server 2016 Standard/Enterprise/Business Intelligence
SQL Server 2017 Standard/Enterprise/Business Intelligence
SQL Server 2019 Standard/Enterprise/Business Intelligence
