PME Upgrade/Install fails at the "Create Databases" step due to a "FK_Alarm_PQEventID" error

Issue

User is unable to install or upgrade because of an "FK_Alarm_PQEventID" error at the "Create Databases" step.

Upon investigating the ION_Data.log you see the following: "The DELETE statement conflicted with the REFERENCE constraint "FK_Alarm_PQEventID". The conflict occurred in database "ION_Data", table "dbo.Alarm", column 'PQEventID'."

*Warning: Irreparable database damage can occur. This procedure should only be performed by users familiar with SQL Server Management Studio. Databases should be backed up prior to performing this procedure.*

GO

ALTER TABLE [dbo].[Alarm] DROP CONSTRAINT [FK_Alarm_PQEventID]

GO

ALTER TABLE [dbo].[Alarm] WITH NOCHECK ADD CONSTRAINT [FK_Alarm_PQEventID] FOREIGN KEY([PQEventID]) REFERENCES [dbo].[PQ_Events] ([EventId])

GO

ALTER TABLE [dbo].[Alarm] CHECK CONSTRAINT [FK_Alarm_PQEventID]

GO

After you apply the script you can attempt the install/upgrade again.
