FGEN Obsolescence and Alternative Random Number Function Block for SCADAPack

FGEN is obsolete in Control Expert and was not migrated to RemoteConnect Logic Editor or SCADAPack, as it originates from an outdated library.
While still available as a standalone in Control Expert 16.2, it is not supported with RemoteConnect to avoid legacy practices.

Use a derived function block (shared for reference only) to generate random numbers.

Generates random numbers within a specified range.
Output type: Integer or Float (only one active at a time).
Range limits:
- Integer: LowLimit to HighLimit
- Float: FloatLowLimit to FloatHighLimit
Selection:
- floatout = 0 → Integer output
- floatout ≠ 0 → Float output
