Resolution
The reason is that by default in Vijeo Designer, the Install Option is set for "Single Install". Which only allows loading the project one time to an HMI.
A system file on the USB stick will then get overwritten and it will prevent download in a second attempt.
Your option would be to set the Install Option to "Multi Install" or rename the file on the USB stick from AGPBAK.SYS to AGP.sys.
