The issue is due to a bad installation of Control Expert. The following steps can be used to resolve the issue:

Resolution
The issue is due to a bad installation of Control Expert. The following steps can be used to resolve the issue:
- Backup the saved applications.
- Uninstall ‘Control Expert 14’
- Uninstall the ‘EcoStruxture Control Expert PSx DTM Library’
- Delete the folders that were left behind (C:\Users\Public\Documents\Schneider Electric\Control Expert 14.0)
- Reboot the PC.
- Clean out the 'C:\Users\SESA40~1\AppData\Local\Temp' folder.
- Run a registry cleaner.
- Reboot he PC
- Reinstall Control Expert.
- Retest.
- Install the hotfixes in order (Run Control Expert after each install of the hotfix.)
- Retest.
