Resolution:
Removing a lug from a PowerPacT H or J Frame circuit breaker is a simple process, explained in document 48940-222-01 .
Just set the breaker on a table, insert a flathead screwdriver into the slot at the base of the lug, and using a little leverage, work the lug back and forth until it can be removed.
