Do the auxiliary CTs monitoring the mains on a Branch Circuit Power Meter (BCPM) need shorting blocks?

The auxiliary CTs on a BCPM do not require a CT shorting block.
The auxiliary CTs have VOLTAGE secondaries. They must NOT be shorted.
