No, ION Setup only displays reports in local PC time.
The workaround for this is to (temporarily) switch the computer to the same time zone as the meter.
- Double-click the clock in the lower right of the PC's toolbar and choose the 'Time Zone' tab
- Adjust this to the meters time zone
