Needs an option card that allows him to view an web page.

Resolution:
There were three option cards that allow web page viewing for ATV61 and ATV71.
VW3A3310D Ethernet TCP/IP card
VW3A3316  Ethernet IP card
VW3A3320 combo Ethernet TCP/IP and IP card
