Issue,
PowerChute Serial Shutdown or PowerChute Business Edition will not discover the Smart-UPS after connecting to Windows OS using the 940-0272A cable.

Cause:
To use the 940-0272A cable with PowerChute Serial Shutdown or PowerChute Business Edition, the Prolific USB to Serial driver must be installed before installing PowerChute.
Solution:
Download the Prolific PL2303 driver from https://www.dell.com/support/home/en-us/drivers/driversdetails?driverid=cgx22
For Windows Server Core/Hyper-V, the Prolific USB/Serial driver must be downloaded from the Windows Update Catalog and installed on the Windows Server Core/Hyper-V Server. The cab file must be extracted to the local drive and pnputil -i -a ser2pl.inf must be run to install the driver. Windows systems with a GUI need to have the Add New Device wizard check Windows Update for the driver. Once the driver is installed, reboot the server to register the COM port in the OS.
