Resolution

The actuator is a spring return, which means it will close on a power failure or any loss of power.
Upon restart, the fans start first to allow the sensors some time to recognize the air temperature and humidity as well as the fluid temperatures. The CW valve opens very slowly and monitors the coil temperature. The valve opening and pump starting is slow enough to catch any excessive changes in temperature and react appropriately. Even if there is a sharp change in temperature of the coil, it will only result in some surface condensation and not be enough to drip from the coil. Any condensate that forms on the coil, once the coil goes above dew point, will evaporate in the air stream.

We can only assure them that this control strategy has been tested thoroughly and will react to avoid condensation.
