Is it supported to add sound file like mp3/wav for alarm in Vijeo XD / EcoStruxure Operator Terminal Expert .

No, user can’t add/import specified external sound file into EOTE for alarm, but can use the beep operation in project, the panel will start to beep when the trigger occurs.
