PME9 / PME2020 - Partial dial display scale marking shows junk value in Web App

Issue:
In PME9 the partial-dial-display shows junk value in the scale marking. It happens only with the partial dial display. The full dial display works well. The behavior is the same even with PME2020.

It can be reproduced by following these steps.

1. Open Meter Properties
2. Set From range either 0 or 1.
3. Try to set Ticks Major every value to 0.1, 0.2, 0.3
4. Save the diagram
5. Check Web App Diagrams.

Cause:
This is a bug in the PME9 and PME2020.

Workaround:
Till there is a permanent fix for this you may try to set the Major Ticks value something at a higher point to avoid such issues.
