PowerChute Network Shutdown can be used without a license to provide host shutdown functionality for standalone ESXi hosts that are not part of a VMware HA cluster. This can be used whether the host is managed by vCenter Server or using the VMware Host client.
When deploying PowerChute to a Standalone ESXi host using the VMware Host client, please note refer to the following Kbase articles:

Whne running the PowerChute setup select the Standalone VMware Host option. If you choose “Host managed by vCenter Server” you will need to supply a license key.

With the Standalone VMware Host option, PowerChute will send a command to shut down the ESXi host. The Virtual Machines running on the host can be configured to shut down and start using the VMware Autostart configuration.
In the VMware Host client – select Manage-System-Autostart
See FAQ https://www.apc.com/us/en/faqs/FA159688/
