Cause
Undersized systems can occasionally be overwhelmed by the number of requests that IIS must handle. It is important to reference the system guide when designing hardware and IT requirements for each PME system. PME systems are unique and must be accurately designed for expected growth.
Resolution
The IIS worker processes' CPU usage can be throttled.
Search for IIS on the Windows Server.
Open up Worker Processes.
Identify which application pool is using the most CPU.
Click on Application Pools -> right click on highest CPU usage Application Pool -> Advanced Settings. Write in the max amount of CPU this application pool can use (recommended minimum of 70%). Press okay.
Run CMD prompt as an administrator. Perform an IIS reset.
