Resolution:

One possible cause of the safety Task to come up in STOP mode is if the  "support quantum remote drops" option in the processor configuration is selected and there is no Quantum drop configured in the projectimage1

Uncheck the "Support Quantum Remote drops" option in the processor configuration. This is would be an offline change and thus require a project download to the PLC.
