Is Modbus Plus a 'routable' protocol in terms of the proposed NERC Cyber Security Standard CIP-002?

Modbus Plus a NOT a 'routable' protocol in terms of the proposed NERC Cyber Security Standard CIP-002. Based on this standard a protocol is 'routable' if it makes use of OSI layer 3. Modbus Plus uses only OSI layer 1 and 2 therefore is not 'routable' per CIP-002.
