Can setpoint modules be configured from the Dashboard view in Power Monitoring Expert (PME) Web Applications?

Is it possible to configure the setpoint module from the Web Applications Dashboards tab?

No.  Setpoint modules can only be set up and modified in PME Designer, PME Vista, or ION Setup software.
