Meaning of OperError Codes 16 and 17 when CommError Code is 255 (Message refused):

Description

16	The phone number in the received message does not match with the list of approved numbers (whitelist).
17	The received message does not match with any message in the command list. Issued only if the sender phone number matches an entry in the list of approved numbers (whitelist).

Solution:
16 : Write the phone number list with international notation, example: for 0518497647 use 33518497647 where 33 is the international code number of the country.
17 : The received message must be the same as the one configured (Case sensitive).
