Cannot start Unity after updating Windows 10 to build 15063.

Resolution
If you try to start Unity after updating Windows 10 to build 15063, the operating system will return the User Access Control
message window and nothing will happen after you click on Yes.  Searching on the web shows that this issue also
happens to other third party software.  This is a Microsoft related issue and not a problem with Unity..

To resolve the issue, re-install Unity.
