How can you test the dv/dt filter used on the output of an Enclosed Drive System?

Issue:
They have power coming out of the drive, but it does not come out of the dv/dt output filter

Product line:
Enclosed drive system.  ATV660, V1K TCI filters

Environment:
n/a

Cause:
No output voltage from the filter.  Drive is outputting voltage, but there is no current.

Resolution:
Attached are the instructions from TCI on troubleshooting their dv/dt filters.
