ION setup latest revision

ISSUE/Background:

In the past the updates were released in a box folder and ION setup was able to review and confirm if the user had the latest version. With a recent IT/2929 change to URLs we are no longer able to utilize a static page for the latest version in the current box folder where downloads were placed.  Moving to the new allowable URLs would require ION setup to run authentications before even being able to review if the user has the latest revision.  This has caused a break in the ION Setup Users ability to:

1. Review updates before opening ION setup

2. Manually update ION setup within the tool


Resolution to the issues:

In order to utilize a static link that is public facing and does not require individual authentication for ION setup. This URL https://www.se.com/ww/en/download/document/ION_Setup_Latest_Release/ will be the location for the newest release.  With this static link, ION setup is able to compare the users’ current revision and determine if the release version is newer.  This essentially fixes the issue with not being able upgrade through ION setup automatically on start up or manually while in the tool.
