What could be the reason of getting all LED flashing at startup of BMENUA0100 ?

During the startup sequence, all the BMENUA0100 LED can flash all together and the module is not starting. It’s not possible to access to it.
BMENUA0100 Firmware version 1.10.25
One of the root causes of this behavior is that the rotary switch position is not well set, and it could be on an intermediate position.
