Why EcoStruxure™ Operator Terminal Expert runtime fails to start with a dot circle no finishing?

While the EOTE runtime normally starts on HMI, a dot circle is displayed for a short moment and after, the runtime normally displayed. It can occur in some situation this dot circle never finishes to turn, and the runtime never starts.

Are concerned all HMIs or iPCs running a Windows 10 Operating System with installation language other than English.
By consequence, the behavior can be visible with Harmony P6, HMIG5U22, Magelis HMIBMO, HMIBMI…

Software: EcoStruxure™ Operator Terminal Expert 3.2SP2
Operating System: Windows 10
Language: all hardware with Operating system installed in language other than English.

The next EOTE V4.0 will fix this issue.
Waiting this version and to avoid this issue, the customer must install the Windows 10 Operating System in English.
