Control Expert v15 Takes a Long Time to Start Without Internet Connection

Issue:
When launching Control Expert v15.0 SP1, the application takes approximately 5 to 7 minutes to start if there is no internet connection, but only a few seconds when connected to the internet.

Environnement:
Windows

Resolution:

1. Press Windows + R, type gpedit.msc, and press Enter to open the Local Group Policy Editor.
2. Navigate to:
   Computer Configuration → Windows Settings → Security Settings → Public Key Policies → Certificate Path Validation Settings
3. In the Network Retrieval tab:
   • Check "Define these policy settings"
   • Set:
     • Default URL retrieval timeout to 1 (instead of 15)
     • Default path validation cumulative retrieval timeout to 2 (instead of 20)

4. Apply the changes and restart the system if necessary.
