On a cooling unit it normal for the fan in contact with the inside volume of an enclosure to work constantly?

Yes it's normal that the internal fan of the air conditioner turn constantly.

This Is for continuously brass the air inside the enclosure and measure permanently the real air T° inside the enclosure.
