There is an issue in Vijeo Citect v7.20, where the parameter [WebServer]deployRoot does not recognize as a valid value a path enclosed in double quotes. 
As a workaround, please use an access path without spaces in it, and do not enclose it in double quotes. e.g. [WebServer]DeployRoot=C:\temp\deploy. or install the latest service pack 4 as this issue has been fixed in the service pack.
