Issue
In PME v8.x and 9.0 when EM6436 dual source meter is added in MC, it consumes High-End device license instead of Entry Range device license.

This appears to be a bug in PME v8.x and PME 9.0.
Resolution
Run attached hotfix (exe) file where PME is installed.
Note: In case of distributed architecture, run exe in Application Server.
