As per IEC standards or RCD devices (RCCB with IEC610008 and RCBO with IEC61009), the tolerance is -15% / +10%.
So , if the RCCB has a Un = 400V, it will be operational at 440V max.but taking into consideration that there is no fluctuations in the system voltage as 440V is the maximum voltage it can withstand.
