Issue:
When Runtime Manager is started it will hang up and only say that it is not responding, all server processes will not use any additional CPU.

Cause:
This has been seen on systems with multiple CPU's and they are set to use "ALL" for each process when running the 'Computer Setup Wizard'.
Resolution:
Modify the CPU that each process uses from "ALL" to a set CPU from the Computer Setup Wizard. Once this is done the runtime project will start as normal.
