How do I setup the communications between the Magelis and a Modicon NOC module over Modbus TCP?

Resolution
In order to get communications between the Magelis and the NOC module besides having the IP address, you need to assign a Unit ID of any value except for 255. Unit ID 255 on the NOC module is assigned to an internal diagnostics. My recommendation is to set the Unit ID to 1 in the Vijeo Designer Modbus Equipment.
