Issue
When opening the Alarms page within the PSE runtime, the Alarm Filter Tree on the left side is blank and does not populate with the expected groups.

Cause
The Report Server is what builds the Alarm Filter Tree.

Resolution
Add a Report Server to the PSE/PSO project and re-compile. Navigate away and back to the Alarm page and the Alarm Filter Tree should populate. Restarting project runtime is not required.
