While trying to run PowerSCADA Explorer/Studio, the following error appears: "The program can't start because D3DCompiler_43.dll is missing from your computer. Try re-installing the program to fix this problem".

Cause
The .NET Framework 4.7 installation is blocked on Windows 7, Windows Server 2008 R2, and Windows Server 2012 because of a missing d3dcompiler update.
Resolution
Install Microsoft KB4019990 to resolve the issue. The download for KB4019990 can be found at:
