This Document explains why User is not able to use function blocks of IEC61131.Standard library Function blocks.
IEC61131.Standard library Function blocks can not be directly used in Application, as application obeys IEC61499 standard. This library is provided to create POU program/Functions. POU programs/Functions are nothing but a separate function block in which logic can be written with IEC61131 standard programing languages like LD, ST & FBD(CFC).
These POU programs can be used in Application and can be executed.
So the function blocks from IEC61131 library will be accepted by only POU programs & functions not in Application directly.
From Automation Expert 21.2 version on wards, the usage of IEC61131 function blocks with POUs has been removed, in order to promote IEC61499 Standard.
