Cause:
Might be using communications for monitoring but controlling by the drive's terminals

Resolution:
Forced local can be triggered by either of two ways:

Assigning F108 (always active logic) to 48, which keeps forced local active
Assigning F113 (RES terminal) to 48, which triggers forced local when RES is active
