Video: The 9013 GHG2J99X 2-way pressure valve always leaks air causing the compressor to cycle on and off.
Look to see if there is a check valve in the system. The check valve should only allow air to flow in one direction. If the check valve is stuck open or missing then all of the air in the line will drain back through the 2 way valve causing the compressor to kick back in.

Note: The check valve is a user supplied part and is not part of the 9013 pressure switch.
