Misunderstanding of the wiring diagram

Resolution:
Yes, it can. Additional space is provided for the field installation of a second QDL main service disconnect, 200A maximum. Further additional space is provided for the field installation of up to four QOH main service disconnects, 125A maximum. The total ampacity of the combination of QOH breakers cannot exceed 200A.
When field installing the second main disconnect, the installer will add their own appropriately sized wires from the double lugs as shown in the wiring diagram to the new breaker.
