Resolution:
Ventilated transformers may only be mounted upright - PERIOD!

Encapsulated transformers must be mounted upright to maintain the enclosure`s NEMA rating of 3R. They may be mounted on their back, but then the enclosure only has a NEMA 1 rating. The encapsulated transformer may NOT be mounted upside down.
