The NEMA 7 & 9 enclosed combination "was" rated outdoors (3R) with the addition of a drain & breather via either factory modification Form Y41 or field installation part number 29495-30101. This is now obsolete. The NEMA 7 & 9 enclosures have no gaskets, not water or air tight. This is cannot be used outdoor.
