No . You can not place any breaker across from 70-100A EHB breakers. They have a rejection feature which prevents it and that is due to heat issues.
The NEHB panel and Eh/EHB breakers are obsolete and no longer supplied by Square D /Schnedier Electric. The NF Panelboard with ED/EDB breakers, are currently offered
