Cause:

Resolution:
If a Primary Panel (Panel with the Powerlink Controller) loses power, then the breakers remain in the state that they were last commanded when the panelboard lost power.   The entire Powerlink subnetwork of secondary panels remain in the last state the breakers were commanded as well.

If a secondary Panel loses power, the breakers remain in the state that they were last commanded at the time the panelboard lost power.

If a primary Panel loses power but the secondary Panel does not, the breakers of the secondary Panel will all stay in the state they were last commanded.
