Yes, 3Ø busway could be used and just two of the three phases connected to the 1Ø power source.
If a neutral is required then 4W busway is used to obtain the neutral.
The busway plug-in units, fusible or circuit breaker, would only require 1 or 2 of their 3 poles to be used.
