For Masterpact breakers, what is the difference in "Charged OK" versus "Charged Not OK"?

What is Charged OK and not ok?

Resolution:
For Masterpact NT and NW circuit breakers, when the closing spring is completely charged, there is a status indicator (flag) to show whether the breaker can now be closed.
If there is nothing to interfere with the closing process, then the flag will show "Charged OK".
If there is something that will interfere with the closing process, then the flag will show "Charged Not OK".
